COVID – Uncovered costs



CURRENTLY: On November 22nd, 2021, the government approved the renewal of the COVID - Uncovered Costs program. Compensation from the COVID - Uncovered Costs program will also presuppose a decrease in sales of at least 30% compared to the same period in 2019 and that the entrepreneur will be at a loss at that time. The support will amount to 40% of uncovered costs with a limit of 20 million crowns per applicant, the decisive period will be the same as for the COVID program - 2021, November and December 2021. It will be - similarly to the previous - two mutually alternative programs which they request for support.

Notice of forthcoming call (Call 3)

Uncovered costs for the purposes of the Program means a loss reduced by subsidies provided to the applicant and notified in accordance with paragraph 3.1 of the Temporary Framework of the European Commission, Antivirus A, B and other subsidies for eligible expenses. Details will be specified in Call 3.

Purpose/conditions for drawing

The purpose of COVID Call 3 - Uncovered Costs (Call 3) is to help businesses whose turnover due to the coronavirus pandemic has decreased by at least 30% during the relevant period compared to the same period in 2019 (or 2018), to cover part of the costs not covered by income. The aim of the aid is to prevent the deterioration of the capital of business entities, increase their liquidity, maintain their business activities and provide them with a stepping stone to recovery. The subsidy provided to cover part of the costs means comprehensive and at the same time clearly targeted (relevant) support to business entities affected by the effects of the COVID 19 pandemic.

Details of who the eligible applicant is and what he has to do can be found in the Notice.

What is the maximum amount of support

a) The aid is provided in the form of a subsidy for uncovered costs provided to the bank account of the aid recipient based on a decision to grant a subsidy issued by the aid provider,

b) in the event of a decrease in turnover by at least 30% but less than 50% for the Relevant Period compared to the Comparison Period, the amount of support will be 40% of the uncovered costs for the Relevant Period,

c) in the event of a decrease in turnover by at least 50% for the Relevant Period compared to the Comparison Period, the amount of aid will be 70% of the uncovered costs for the Relevant Period.

d) in the event of a decrease in the turnover of a micro-enterprise, as defined by the European Commission, by at least 80% for the Relevant Period compared to the Comparison Period, the amount of support is 90% of the uncovered costs for the Relevant Period.

e) support is provided under this call up to a maximum of CZK 30 million per applicant.

Relevant period

From November 1st, 2021 to December 31st, 2021. In the event that the micro-enterprise's turnover decreased by 80% from July 1st, to December 31st, 2021 compared to the same period in 2019 (or 2018), this micro-enterprise may choose as the Applicable Period July 1st, December 31 st, 2021

Comparison period

The period against which the applicant compares the decrease in turnover in the Relevant period is considered to be November 1st to December 31st, 2019, or November 1st, to December 31st, 2018. The applicant who arose and /or started its operation or business activity (or became a self-employed person) only after November 1st, 2019, or an applicant whose business activity was both in the period from November 1st to December 31st, 2019 and in the period from November 1st to December 31st, 2018 due to the relevant fact, he can choose as the Comparison period any two consecutive months from November 1st, 2019 to October 31st, 2021. If the applicant has chosen as the Relevant Period July 1st to December 31st, 2021, is the Comparison Period 1 July 1st, to December 31st, 2019 (or 2018).

Method of applying

Through the information system accessible from the AIS MPO Portal. Attention! Before starting work on the portal, it is necessary to establish an active identity of a natural person (account), the so-called eIdentity (formerly eIdentita). Applications can be submitted, modified and evaluated, but the release of grant funds will be possible only after the notification of the Program by the European Commission, which is still ongoing. All necessary confirmations and forms are prepared for the applicant in the information system.

COVID - Uncovered Costs is an alternative to the also approved COVID - 2021 program.
